2003 SAILING INSTRUCTIONS

 1.0       Rules

1.1  Summer Racing under the burgee of the Hingham Yacht Club and/or the Hull Yacht Club will be governed by the rules as defined in the current Racing Rules of Sailing (RRS), the prescriptions of US Sailing, the current rules of  the participating Associations, the Notice of Race (except as any of these are altered by these Sailing Instructions), and these Sailing Instructions.
1.2   Summer Racing is classified as a Category A Event in accordance with Regulation 20 – ISAF Advertising Code.
1.3  Any questions regarding these Sailing Instructions must be submitted in writing to the Race Committee or Principal Race Officer (PRO) of the day. The questions and the answers will be posted on the Race Committee Notice Board located  at the both clubs.

2.0       Entries

2.1       Any vessel that meets ownership, class membership, yacht registration, yacht club registration and measurement requirements of that class may participate

           

3.0       Notices to Competitors

Notices to Competitors will be posted on the Official Race Committee Notice Board located at the host Yacht Club.

  

4.0       Changes to Sailing Instructions

Any changes in the Sailing Instructions will be posted before 1000 hours on the day it will take effect, except that any change in the schedule of races will be posted by 1900 hours on the day before it will take effect.

  

5.0       Signals Made Ashore

5.1             Signals made ashore will be displayed from the flagpole located At the Host Yacht Club.

                                                

6.0       Special Signals

            The display of Flags “AP” over “A” at the finish of any race means, “Racing has ended for the day.”

 

7.0    Schedule of Races

7.1             The schedule of races are determined by the official Race Committee calendar. All Fleet Captains will receive a copy of that Schedule.

                                                                                                                       

8.0       Racing Area

            The racing area will be within Hingham Bay, generally (but not exclusively) in the area described on the chart bounded by Sheep Island on the West, Bumpkin Island on the South, Hull on the East and the North, and Peddocks Island on the North West.

 

9.0       The Course and Marks

9.1             The current racing circular describes the marks and supplemental courses.

 

10.0    Checking in

Before the warning signal of her first race each day, each boat shall sail past the Race Committee Signal Boat and hail her sail number until acknowledged by the Race Committee repeating the boat’s sail number. A boat failing to do so shall receive a 20% scoring penalty, calculated in accordance with RRS 44.3 [c].

 

11.0    Recalls

The Race Committee will attempt to hail the sail numbers of OCS (On the Course Side) boats after the starting signal.  The failure of any boat to hear the hail, the hail of some but not all OCS boats, the untimely hail of some or all OCS boats or failure to hail any or all OCS boats shall not be grounds for granting redress.  This changes RRS 62.1

 

12.0  The Race Committee Signal Boat may indicate that one or more of the starting penalties of RRS 30.1, 30.2, or 30.3 is in effect.

 

13.0    Change of the Position of the Next Mark

 To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable.  The change will be signaled before the leading boat has begun the leg, although the new mark or finishing line may not be in position. Any mark to be rounded after rounding the new mark may be relocated without further signaling, to maintain the original course configuration. 

 

14.0    The Finish

 The finish line will be between a staff displaying an orange flag on a race committee boat and the course side of the mark.

 

15.0    Time Limit

15.1    The time limit for each race will be 180 minutes for the first boat to finish.  Boats finishing more than 30 minutes after the first boat that sails the course finishes, shall be scored DNF and will be scored two more than the last boat finishing.
15.2    If a boat in last place in a race is delaying the start of another race, the race committee may terminate the race and score that boat in the place she would have finished

 

16.0    Protests and Requests for Redress

16.1    A boat intending to protest about an incident that occurs in the racing area shall notify the Race Committee boat of her intention at the finish line.The notification shall include the sail number of the boat(s) being protested.  This changes RRS 61.1(a).
 
16.2    A boat intending to protest concerning an incident in the racing area that she is involved in or sees, shall hail “Protest” and conspicuously display a RED FLAG at the first reasonable opportunity for each. This changes RRS Part 5, Section A 61.1 An exception to 16.2 applies to the Laser Fleet, which is not required to display the Red Flag.
 
16.3         Protests shall be written. Protest Forms will be available at the Race     Committee boat.
16.4         In a Regatta, or weekend series, the completed protest form shall be delivered to the PRO within one (1) hour after the race committee boat docks.
16.5         Exception - In the Twilight Series, the protest will be heard immediately after the completion of the last race of the evening. A completed protest form shall be delivered to the PRO within onehalf (1/2) hour after the race committee boat docks.
 
16.6         With the Exception of the Twilight Series, The Protest time limit and a list of protests will be posted on the official notice board within 30 minutes of the end of protest time.  This posting constitutes the notification required in RRS 61.1(b) and 63.2
    
16.7    A protest hearing will be held according to RRS 63. All weekend protests and Twilight protests that have not been decided will be heard at a formal protest hearing to be held at the Hingham Yacht Club on the Tuesday evening  following the race, at 19:30 hours.

  

17.0 Penalties for Breaking Rules of Part 2

Rule 44 is in effect.

18.0 Scoring

 18.1   The Low‑Point Scoring System, RRS A4 will apply.
             
 18.2   Alternative scoring systems maybe used in certain regattas or series.  Notification will be made to participants as an exception to these Sailing Instructions.

 

19.0    Inspection

The Race Committee may conduct random inspections during the season to monitor compliance with safety rules.

20.0    Disposal of Trash

19.1     Boats shall not discharge trash into the water.  The penalty for breaking this rule will be at the discretion of the Race Committee and may include adding points to a boat’s score in the race or the series.

 

21.0    Safety Regulations

20.1         A boat retiring from a race shall notify a Race Committee vessel before leaving the course, or, when that is impossible, the Regatta Office immediately after arrival ashore.
